The OTA Master Lease Program is the result of the cooperative efforts of Ross, Sinclaire & Associates ("RSA") and the Ohio Township Association ("OTA"). The Program is a multi-tiered approach to address the needs of the OTA's diverse membership on a comprehensive basis. The program consists of a three phase plan of finance incorporating an initial pooled, "open indenture" program, followed by a demand pool issuance program and complemented by a "CLOUT" direct debt issuance program for the associations largest 18 members. The heart of the program consists of tax exempt lease obligations which provide financing alternatives to Ohio Townships, on a statewide basis, which will not count against their statutory debt limitations, on either a voted or un-voted basis. RSA, through a multi-year process involving Bond Counsel, the OTA and the Ohio Legislature, was able to develop this customized, multi-tiered program of significant benefit to the townships in the State.
